من أجل ذلك؛ ينهض التوازن الدولي كمبدأ لازم وحاجة إنسانية ملحة، بعد أن أضلت الإزدواجية سبل السياسة العالمية؛ وفرطت الممارسات بنزاهة المنظمات الدولية وفرطت الممارسات بنزاهة المنظمات الدولية؛ والتوازن الذي ننشده بدراستنا هذه؛ هو صنو العدالة وتوأم الأمن وحامي السلام؛ حيث تكون السياسة الدولية في خدمة الإنسان ؛ وعندها تتحدد الغاية القصوى وتعرف مقاصد المسير نحو نظام إنساني دولي جديد...
