والمؤلف ينطلق في دراسته هذه من مرجعية مغايرة للرؤى الغربية في تفسير الظواهر القانونية في معظم صورها وتداعياتها. وهو يبين هنا المرجعية التي ينهض عليها تأصيلة لظاهرة التنظيم الدولي منطلقاً من الأسرة الإنسانية الأولى حتى يصل إلى الدولة. وهو يمهد لدراسته بتعريف ظاهرة التنظيم الدولي مقرراً إن التنظيم الدولي في هذه الدراسة هو الوعاء الافتراضي المتضمن كافة أوجه التفاعل بين أشخاص الحياة الدولية والأطراف المؤثرة فيها، بما ينطوي عليه من آليات، وما ينهض عليه من ركائز، وما يطمح إليه من مثل يسعى إلى تحقيقها، أو ما ينبغي عليه أن يتمثله منها وصولاً إلى معايير عادلة للعلاقات الدولية تنسجم وما تفترضه حتمية استمرارها.
