ثبت في الصحيحين من حديث النعمان ابن بشير أن النبي صلى الله عليه وسلم قال: "الحلال بين والحرام بين، وبينهما أمور مشتبهات لا علمهن كثير من الناس، فمن اتقى الشبهات، فقد استبرأ لدينه وعرضه، ومن وقع في الشبهات، وقع في الحرام، كالراعي يرعى حول الحمى يوشك أن يقع فيه، ألا وإن لكل ملك حمى، ألا وأن حمى الله محارمه..." الحديث.
فأخبر النبي صلى الله عليه وسلم في هذا الحديث بان الناس في حياتهم تعرض لهم أنواع من المشاكل والمشتبهات لا يدري أكثر الناس عنها أهي من الحرام، أو من الحلال، ومن الواجب على الهامة عند وقوع هذه المشاكل والمشتبهات أن يسألوا عنها من يثقون بعلمه وتقواه، ليكشف لهم مشكلها، إذ العامي لا يجب عليه أن يتقيد بمذهبه، وإنما يجب عليه أن يسأل من يثق به، لقول الله سبحانه: *فاسألوا أهل الذكر إن كنتم لا تعلمون بالبينات والزبر*.
وفي هذه الرسالة ردود دونها الشيخ >عبد الله بم زيد آل محمود" رئيس المحاكم الشرعية والشؤون الحديثة بدولة على بعض ما جاء من أسئلة العوام حول موضوع ذبائح النصارى واليهود والمشركين والكفار ومنها: هل تغيير اليهود والنصارى لأديانهم مقتضى لتغيير الحكم في إباحة ذبائحهم؟ ما حكم اللحوم والدجاج المستورد من البلدان الشيوعية، ذبح الكفار والمشركين أهو حلال أم حرام؟ هل الأذهان والجبن المستورد من بلدان أهل الكتاب حلال أم حرام؟ إلى جانب هذا يحتوي هذه الرسالة على مضمون الفتوى الصادرة عن صاحب المنار في ذبائح أهل الكتاب.
