الإقتصاد والأيديولوجيا والأزمات ثلاث ظواهر مفصلية شكلت تجربة غنية أفادت منها أوروبا، التي راحت، بعد الحرب العالمية الثانية، تسعى إلى التكامل البيني والتوحّد، محاولة بذلك، الإنتقال من وسطية الموقع بين القطبيتين الأميركية والسوفياتية إلى قوة تقاطب دولي لها حضورها الوازن والمقرَّر في العلاقات الدولية.
إنَّ الهيمنة الأميركية القادمة من وراء الأطلسي والساعية دائماً إلى "أمركة" أوروبا واحتوائها، تدعو إلى ضرورة الرجوع إلى الشخصية الحضارية الأوروبية المستقلة، ولعلّ هنا يكمن الهدف الإستراتيجي لمشروع التوحّد الأوروبي القائم حالياً...
