تروي صفحات هذا الكتاب السيرة الشخصية والسيرة الحزبية لشخصية الرئيس العراقي صدام حسين. يشرح المؤلف بالوقائع والشواهد الأسلوب الذي يعتمده الرئيس صدام حسين في الحكم منذ أن تسلم الحكم من خلال موقع الرجل الثاني الذي يملك سلطات الرجل الأول ويمارس هذه السلطات ضمن الإطار الذي يحافظ على وحدة القيادة وهيبة أصحاب المواقع فيها.
وتروي فصول هذا الكتاب، بالتركيز أحياناً وبالقراءة بين السطور أحياناً أخرى الكثير حول طريقة صدام حسين في التعامل مع الآخرين بدءاً بالمواطن العادي وانتهاءً بقادة العالم الذين التقى ويلتقي بهم، إلى جانب ذلك فإن هذه الصفحات عالجت وبدقة وموضوعية أسلوب صدام حسين في إدارة الصراع والتعاطي مع الأزمات الكبرى والأكبر.

ولقد استند فؤاد مطر وهو يتوغل في عالم صدام إلى لقاءات كثيرة وطويلة مع هذا القائد المتميز وإلى مناقشات مع قيادين آخرين فضلاً عن مناقشة استثنائية في نوعيتها مع ميشال عفلق، الرجل التاريخي لحزب البعث. وفي الفصول الثمانية فضلاً عن المقدمة والتمهيد والتي يتألف منها كلها هذا الكتاب إجابات عن أسئلة وتساؤلات كثيرة. وتشكل هذه الإجابات في مجموعها ما من شأنه أن يوضح طبيعة عالم صدام حسين. من هذه الأسئلة والتساؤلات على سبيل المثال لا الحصر: كيف وصل البعث إلى العراق؟ كيف ولماذا أصبح صدام حسين بعثياً؟ ما هو السر في نوعية العلاقة بين مدنيي البعث وعسكرييه والتي صممها صدام حسين وما هو دور الجيش؟ كيف أصبح الجيش في العراق بعثياً ولماذا لا يسمح لغير البعثيين بالعمل السياسي داخله؟ لماذا "الجيش الشعبي" وما هي قدراته؟ ما الذي جعل صيغة القيادة بقائدين (البكر-صدام) تستمر وما هي أدوار صدام حسين في الفترة التي كان فيها شريكاً في القيادة؟ ما الذي جعل الوحدة بين العراق وسوريا لا تتم؟...
