كما يطرح موضوع الوجود الفلسطيني في لبنان، بكل تداعياته الأمنية والسياسية والاجتماعية، مركزاً على حتمية التوطين في لبنان كأمر واقع تفرضه المعطيات المتحكمة بواقع هذا النزاع.
ويخلص إلى تقديم اقتراحات للمعالجة، واقعية ومستقلة، تندرج ضمن مفهوم وطني ملتزم يوجبه الميثاق الجديد للدولة اللبنانية من جهة، والعلاقات اللبنانية السورية التي أرستها معاهدة الأخوة والتعاون والتنسيق من جهة ثانية.
