يناقش هذا الكتاب قضايا وتحديات التربية الخاصة المعاصرة ويقدم المعلومات الكافية للإحاطة بها ويحللها تحليلا متوازنا بعيدا عن التعميمات المفرطة والمواقف المتطرفة. ويدعو هذا الكتاب الذي جاء في خمسة عشر فصلا إلى التخطيط طويل المدى للبرامج، والاتعاظ بالغير والإفادة من تجاربهم وتجنب الوقوع في أخطائهم، وتعديل برامج تدريب المعلمين بما ينسجم ومتطلبات عصر التكنولوجيا والدمج والمساءلة والعمل التعاوني وإنشاء مراكز وطنية للتميز والإبداع في بحوث التربية الخاصة وممارستها، وإجراء دراسات متابعة لمخرجات برامج التربية الخاصة وتوظيف النتائج في عمليات التطور . ويتضمن الفصل الأول ( مدخل عام الى التربية الخاصة )، أما الفصل الثاني فيتضمن ( التربية الخاصة في مطلع الألفية الثالثة:قضايا وتحديات ). أما في الفصل الثالث فقد تحدث المؤلف عن (تطبيقات التكنولوجيا في التربية الخاصة )، وجاء الفصل الرابع تحت عنوان ( الدمج – الأسس النظرية والفلسفية والتطبيقات العملية ). وتناول الفصل الخامس ( تطوير الكفاءة الاجتماعية للطلبة ذوي الاحتياجات الخاصة ). أما الفصل السادس فجاء تحت عنوان ( تعديل السلوك والتربية الخاصة)، وجاء الفصل السابع بعنوان ( البحث العلمي والممارسة الميدانية في التربية الخاصة ) . وتحدث المؤلف في الفصل الثامن عن ( استخدام الحاسوب لتطوير البرامج التربوية الفردية ) . وجاء الفصل التاسع عن ( التعاون بين معلمي التربية الخاصة ومعلمي التربية العامة ). أما الفصل العاشر فتناول موضوع ( أسر الأطفال والشباب ذوي الاحتياجات الخاصة ) . بينما جاء الفصل الحادي عشر ليتحدث عن ( التربية الخاصة في الطفولة المبكرة ) . أما الفصل الثاني عشر فتحدث فيه المؤلف عن ( البرامج التعليمية والتدريبية في التربية الخاصة )، والفصل الثالث عشر عن ( تقييم برامج التربية الخاصة ), والفصل الرابع عشر عن ( زيادة فاعلية التدريس في التربية الخاصة ) . أما الفصل الخامس عشر والأخير فجاء تحت عنوان ( التربية الخاصة في الدول العربية : أولويات التطوير ) .
