تُشكِّل "موسوعة المصطلحات التاريخيَّة العثمانيَّة" للدكتور لطفي المعوش إسهاماً جديداً في مجال صناعة المعاجم والموسوعات المُتخصِّصة في الحضارة العثمانيَّة التُّركيَّة العربيَّة.
وتأتي أهمَّيتُها التّاريخيَّة لأنَّها تُركَّز على الإمبراطورية العثمانيَّة الواسعة الأرجاء التي شغلت ثلاث قارات: آسيا، أفريقيا وأوروبا.
وهذه الإمبراطورية أو السلطنة العثمانيَّة عمَّرت ما يزيد عن سِتَّة قرون، عَرفَت خلالها نشاطات سياسيَّة وإقتصاديَّة وإداريَّة وعسكريَّة... فجاءت هذه الموسوعة بمصطلحاتها لتُغطّي هذه المظاهر كافَّة.
وهذه الموسوعة هي حصيلة دراسة المؤلِّف لمرحلة الدكتوراه، ونتيجة لتدريسه التاريخ العثماني في الجامعة اللبنانيَّة، إنَّها نابعة من التجارب الميدانيَّة، ومن هنا سِرُّ فرادتها.
لكن المؤلِّف، ومن باب الأمانة العلميَّة، عَرَّج على المحاولات السّابقة فاستفاد من المعلومات الموجودة في المعاجم، إلى جانب المعلومات المُخْتَزنَة في التّاريخ وفي الأرشفة.
ربما أنّ المؤلِّف لا يريد أن يستفيد من عمله الباحث التُّركي فقط، فإنَّه جعل المصطلح العثمانيّ أوَّلاً والتُّركي ثانياً والعربيّ غن وُجِدَ ثالثاً، وفي كلّ الحالات جاءت الشُّروح والتعريفات باللغة العربيَّة.
وتسهيلاً للقارئ، زوَّد المُؤلِّف موسوعته بجدول للأبجديَّة التركيَّة وما يقابلها بالعربيَّة، وبقائمة سمّاها فوائد صوتيَّة هي أشبه بمفتاحٍ للأصوات التُّركيَّة ومقابلاتها العربيَّة.
