توزعت دراستنا للـ "التجريم والعقاب في النظام التأديبي" على فصول ثلاثة، أولها كان فصلاً تمهيدياً سميناه "مدخل إلى النظام التأديبي"، لبحث مفهوم النظام التأديبي والخاضعين لهذا النظام والأساس القانوني للتأديب وطبيعة العلاقة القانونية بين الموظف العام والدولة وأنواع النظم التأديبية، أما الفصل الثاني فكان لــ "التجريم في المجال التأديبي" وبحثنا فيه تعريف الجريمة التأديبية وخصائصها ومن ثم وسائل علم الإدارة بها ثم أركانها ومن ثم أبرز صورها ومن ثم الحكم الجنائي البات وأثره في التجريم التأديبي، أما الفصل الثالث فخصصناه لــ "العقاب في المجال التأديبي" وتناولنا فيه التعريف بالعقاب التأديبي وتمييزه من العقاب الجنائي وأهدافه وأهم خصائص العقوبة التأديبية ومن ثم صور العقوبات التأديبية وفرض العقوبة التأديبية ومن ثم صور العقوبات التأديبية وفرض العقوبة التأديبية وضماناتها وختمنا الدراسة بمبحث خاص لإلغاء "محو" العقوبات التأديبية لصلتها بالبحث وإعتمدنا في الدراسة على المقارنة بين التشريعات المختصة والإجتهادات القضائية الحديثة وأبرز الآراء الفقهية في هذا المجال.
