عبد القادر عبد الجبار الشيخلي، عالم آثار عراقي .
ولد في مدينة بغداد بالعراق في عام 1955. أكمل دراسته الابتدائية والإعدادية في مدينته بغداد.حصل على بكالوريوس في الآثار والحضارة من كلية الآداب جامعة بغداد .أكمل دراسته العليا في جامعة كمبردج بإنكلترا وحصل على درجة الدكتوراة في الآثار ونواة الحضارة وعلم الإنسان في خريف 1979. عمل لسنوات عديدة في التنقيب عن الآثار في عدد من مواقع العراق الأثرية في وسط وشمال العراق، وكان مشرفا علميا على تنقيبات إنقاذية واسعة في حوضي سدي حمرين (في محافظة ديالى)، وأسكي الموصل على نهر دجلة في أواخر السبعينات وحتى منتصف الثمانينات من القرن الماضي. كشف عن حضارة جديدة من مطلع العصر الحجري الحديث في وسط العراق في أواسط الستينات ألقت الكثير من الضوء على معلوماتنا من تلك الفترة الموغلة في القدم. حاضر لسنوات عديدة في مادة جذور الحضارة والآثار والتاريخ في عدد من جامعات العراق ومعهد التاريخ العربي للدراسات العليا.

إن القانون التأديبي للموظف أو العامل العام هو جملة القواعد القانونية التي تبين الواجبات التي يلتزم بها الموظف والمحظورات التي يتعين أن ينأى عليها، والجزاءات التي تفرض عليه في حالة إخلاله بواجب وظيفي أو مساسه بمقتضيات الوظيفة، ولبيان السلطة المخولة قانوناً بمعاقبته والإجراءات الواجب إستيفاؤها عند إصدار القرار التأديبي بالجزاء المناسب.
ولقد تنازع أبوة القانون التأديبي كل من القانون الإداري والقانون الجنائي، وبعض الفقه جعل له إستقلالاً خاصاً يتفق وخصائصه الذاتية، وبالنظر للجوء بعض المشرعين في المجال الجنائي إلى غزو المجال التأديبي وسلخ بعض المخالفات المتسمة بالطابع الإداري أو الوظيفي وإدماجها في القانون الجنائي أو قانون العقوبات، فإن هذا الأمر زاد من بلبلة الوضع الراهن، وأصبح الموضوع بحاجة إلى دقة متاهية في التحليل، وذلك لغرض فهم هوية القانون التأديبي.
وفي هذا السياق، تناول المؤلف في كتابه هذا علاقة القانون التأديبي بالقانونين الإداري والجنائي في أنظمة فرنسا ومصر والعراق والأردن؛ وقد قسم البحث إلى بابين رئيسين: الأول يتناول تحديد إنتماء القانون التأديبي والثاني يعالج تمييز الجزاء التأديبي - وهو أداة لتنفيذ النظام أو إعادته إلى نصابه إذا تعرض للإخلال - عن بقية الإجراءات أو العقوبات القانونية الأخرى.
