في ظل التطورات العالمية والظروف الداخلية لبلدان العالم الثالث، تأتي "طفرة" المنظمات الأهلية والتنظير لها، باعتبارها الأداة القادرة على معالجة المشكلات التي عجزت الدولة القومية عن معالجتها. بالإضافة إلى إثارتها لمفهوم المجتمع المدني ومؤسساته المنشودة.
وفي هذا الكتاب بحث يندرج في هذا الإطار في محاولة لعرض خصائص هذا القطاع (الجمعيات الأهلية في لبنان) ومراحل نموه وارتباطه بالتطورات الاجتماعية والاقتصادية والسياسية، ومن ثم الانتقال إلى الإشكاليات التي تواجهه ولا سيما منها إشكالية الانتقال من العمل الإغاثي إلى العمل الإغاثي إلى العمل التنموي، وسبل تأمين المشاركة الشعبية.
هذا وإن هناك من يخلط بين أشكال العمل الاجتماعي المختلفة (الرعاية الاجتماعية، الخدمة الاجتماعية، تنظيم المجتمع، التنمية المحلية) وهذا ما دفع بالباحث إلى تقديم فصل يوضح الاختلاف الجوهري بين منهجيات كل طريقة. وفي الفصل الثاني تم تقديم عرض مفصل لمراحل نشوء المنظمات الأهلية في لبنان وعلاقتها بالتوجهات السياسية والاجتماعية والاقتصادية وصراعاتها في المجتمع.
أما الفصل الثالث، فقد تم التركيز فيه على عرض أهم الإشكاليات التي يعاني منها العمل الأهلي في هذه المرحلة الانتقالية على الصعيد الوطني والدولي، ولا سيما إشكالية الانتقال من العمل الإنمائي إلى العمل التنموي، وإشكالية "المشاركة الشعبية" بالإضافة إلى إشكالية التمويل الدولي ومحاذيره.
ويمكن القول بأن هذه الدراسة لا تسعى إلى الإحاطة بكافة أنشطة المنظمات الأهلية في لبنان، والتعرف على مدى تحقيقها لأهدافها، بقدر ما هي تسعى إلى إلقاء الضوء على أهم ملامح هذا القطاع الذي يكثر الحديث عنه، والإشارة إلى عدد من الإشكاليات المنهجية والأساسية التي تواجهه.
