يناقش الكتاب فى فصله الأول معنى المدينة الشائعة فهل هى احترام حق الملكية، أو ديمقراطية الحكم، أو حب الوطن، أو الوحده العالمية، أو التمسك بالدين، أو مكانة المرأة فى المجتمع، أو الخضوع المطلق لقانون الطبيعة، أو التحلى بالفضائل الخلقية والعادات الحسنة، أو تقدم العلوم، أو توفير أسباب الراحة للجميع ..؟ ويحاول الكاتب بعد ذلك أن يصل إلى تعريف للحضارة يستخلصه من أهم ما يميز الجماعات المتحضرة، وهى فى التاريخ ثلاث أثينا : فى القرنين الرابع والخامس قبل الميلاد، وإيطاليا فى عصر النهضة، وفرنسا فى القرن الثامن عشر حتى الثورة الفرنسية مضيفاً أن الصفات المشتركة التى تنفرد بها هذة الجماعات هى : تحكيم العقل، والاحساس الصحيح بالقيم، وتقدير الفن. جدير بالذكر أن الكاتب كلايف بل أديب معاصر اشتهر بنقده للفنون وبتقديره للجمال، ولد فى عام 1881 وتخرج فى جامعة كمبردج، وله نظريات معروفة فى فنون التصوير والنحت والأدب وفى المسرحيات والموسيقى، صدر كتابه "المدنيَّة" عام 1928، وأعيد طبعه عدة مرات وقد أهداه للكاتبة العصرية فرجينيا ولف.
