صدر هذا الكتاب بمناسبة الذكرى الأربعين لتأسيس المنظمة العربية للتربية والثقافة والعلوم، التي وضعت في مقدمة أهدافها العمل على تعريب التعليم في جميع الدول العربية. ويشتمل الكتاب على تسعة فصول تناول فيها المؤلف إشكالية تعريب التعليم العالي، ووقف على تعريب التعليم العالي على أنه قضية قومية وقضية دينية وقضية تربوية وقضية مجتمعية وقضية أمن ثقافي، وقضية إبداع وابتكار، وأبان المؤلف مستلزمات التعريب والمعوّقات الحائلة دون إنفاذه وسبل تذليلها.
ولما كانت التجربة السورية في التعريب متميزة على نطاق الساحة القومية، وتقدم البرهان الساطع والدليل القاطع على عراقة لغتنا العربية ومواكبتها للتطور المعرفي وروح العصر سلّط المؤلف الأضواء على هذه التجربة تاريخاً وإنجازات، وأبان المبادئ الأساسية المعتمدة في وضع المصطلح وتوليده.
