يعتبر التعليم الأساسي في الأردن بمثابة البنية التحتية التي لا مناص من إعدادها، والاهتمام بها للانطلاق منها إلى مراحل وأنواع التعليم الأخرى، حيث أن إعداد المواطن يكتسب أهميته من خلال توفير تعليم للجميع يتساوى فيه أفراد المجتمع للمحافظة على الوحدة الوطنية والتلاحم الاجتماعين ومن أجل ممارسات المواطنة الحقة التي تجمع بين التنشئة الاجتماعية لكل فرد وبين التنمية الشخصية التي تعني التوافق بين التنشئة الاجتماعية لكل فرد وبين التنمية الشخصية التي تعني التوافق بين الحريات الفردية وبين تنظيم مشترك للمجتمع، من خلال تعليم مشترك لجميع أفراد المجتمع، والذي يتم في دور ومهمات التعليم الأساسي.
هذا وقد بدا الأردن بفرض تطبيق مشروع التعليم الأساسي والذي يشتمل المرحلتين الابتدائية والإعدادية منذ عام 1988، جاعلاً فترة هذه المدة الدراسية إلزامية مجانية، ولا يحق لأي فرد في المجتمع فيها بمغادرة المدرسة إلا لظروف صحية خاصة بناء على تقرير من اللجنة المختصة.
وهكذا نظر الأردن للتعليم الأساسي على أنه القاعدة الأساسية للنظام التعليمي، فأولاه عناية كبيرة من توفير المعلم الكفء، والكتاب المدرسي الملائم، والبناء المدرسي، الذي يستوعب الفعاليات والنشاطات المنهجية، بالإضافة إلى الإدارة المدرسية التي تقوم على إدارته، ونظام الإشراف والتوجيه ممن يتمتعون بمواطنات ومعايير تربوية محددة.
في هذا الإطار العام يأتي الكتاب الذي بين يدينا والذي يهتم بإلقاء الضوء على مسألة التعليم الأساسي وكفايته التعليمية، فيتحدث عن تطور التعليم في الأردن في عقد التسعينات وهنا تأتي الأردن كنموذج تعليمي تعطى، من ثم يهتم بتشخيص الواقع التعليمي في الأردن، وتحديد مدى الكفاية التعليمية والعوامل المساعدة على رفع مستوى الكفاية التعليمية.
