يتضمن هذا الكتاب الأبحاث والمداولات التي قدّمت للمؤتمر الثاني للرابطة الدولية للبرلمانيين المدافعين عن القضية الفلسطينية، والذي عقد في بيروت بتاريخ 23-24-25 شباط 2005 برعاية فخامة رئيس الجمهورية اللبنانية إميل لحود تحت عنوان "حق العودة للشعب الفلسطيني".
وقد حددت الرابطة أربعة محاور أساسية للأبحاث والدراسات التي قدمت خلال المؤتمر، تفرّع عن كل محور عدة عناوين، تمّ الاتفاق مع شخصيات أكاديمية وفكرية وبرلمانية وحقوقية عربية، إسلامية وأجنبية لإعداد أبحاث حولها. وكانت المحاور على الشكل التالي:
- المحور الأول: الأطر القانونية لحق العودة للاجئين الفلسطينيين.
- المحور الثاني: الأبعاد السياسية لحق العودة للاجئين الفلسطينيين.
- المحور الثالث: الأبعاد الإنسانية لحق العودة للاجئين الفلسطينيين.
المحور الرابع: الحلول العادلة والممكنة لقضية حق العودة، عبر طاولة مستديرة شارك فيها عدد من الباحثين للخروج بتوصيات ختامية.
تبرز أهمية هذا المؤتمر في ظل المتغيرات الفلسطينية والعربية المتسارعة على وقع الاحتلال الأميركي للعراق واستمرار العدوان الصهيوني على الشعب الفلسطيني على المستويات السياسية، العسكرية والإنسانية، ومن ضمن مسلسل هذا العدوان إنكار كيان العدو المطلق لحق عودة اللاجئين الفلسطينيين، وهو الحق المعترف به دولياً منذ اغتصاب فلسطين، والذي أظهرت مداولات المؤتمر، موضوع هذا الكتاب، أن جوهر القضية الفلسطينية، وأن كل الحلول والمشاريع المعدّة لتصفية تلك القضية والتي ترتكز على تجاهل أو تمييع أو تذويب هذا الحق غير القابل للتصرف، تحت عناوين وذرائع شتى، لن يقبل شعبنا الفلسطيني، سواء في الداخل أو في الشتات، بتسويقها أو الاعتراف بها مهما طال الزمن وعظمت التضحيات!
