إذا كان الصراع على المسرح الدولي ينعكس مباشرة، وينسب متفاوتة على نظام الأمم المتحدة ككل، فإن منظمة اليونسكو هي من أكثر حلقات هذا النظام حساسية وتأثراً بالمتغيرات الدولية والمواضيع الساخنة مثل مواضيع حركات التحرر، حقوق الشعب، العنصرية، الثقافة والإعلام.
ويرصد الكتاب ويحلل مرحلتين تاريخيتين من تغيّر ميزان القوى داخل منظمة اليونسكو: المرحلة الأولى عندما فقدت الدول الغربية سيطرتها على المنظمة مع تصاعد دور الدول النامية على الصعيد الدولي وتحالفها مع الدول الإشتراكية سابقاً، والمرحلة الثانية عندما استعادت الدول الغربية، وخصوصاً الولايات المتحدة الاميركية، نفوذها من جديد مع إنهيار الأنظمة الإشتراكية، وتفتت الإتحاد السوفياتي، وتضعضع الدول النامية كنتيجة لذلك.
ويكشف الكتاب بالتفصيل خلفيات الحملة الأميركية العنيفة على اليونسكو التي تتوَّجت بإنسحاب الولايات المتحدة وبريطانيا وسنغافورة منها في أواسط الثمانينات، وأسباب إستمرار رفض الدول الثلاث - حتى كتابة هذه السطور - العودة إليها على الرغم من التغييرات الكبيرة التي حدثت فيها إدارة وبرامج، وتخلَّيها عن البرنامج الداعي إلى إقامة "نظام عالمي جديد للإتصال والإعلام" أكثر عدلاً وتوازناً.
وفي هذا المجال يرسم الكتاب خارطة شاملة تظهر الخلل الكبير في توزع وسائل الإتصال والإعلام في العالم، واللاتوازن الحاصل لجهة تدفق الإعلام من جانب واحد، هو جانب الدول المتطورة، والهوَّة الإعلامية العميقة التي تفصل بين هذه الدول عن البلدان النامية.
ولا بد، في هذا المجال، من شكر الدكتور "هشام نشابة"، نائب رئيس اللجنة الوطنية اللبنانية لليونسكو وعميد التربية في جمعية المقاصد الإسلامية الخيرية، على كلمة التمهيد التي خصّ الكتاب بها.
