من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

من خلال الخيال يحلق الدكتور عقيل حسين عقيل ليضع مشكلة ضياع الإنسان في إطار قصصي لطيف يحيل فيه الحياة رمزاً لبستان زاهر مفقود. ذاك البستان الحلم الذي يسكن الخيال هو مساحة حياة فيها كل شيء إلا القمامة والطمع ليسا فيها، أرض مزدانه، وأنهارها من العسل المسكي ومياهها لذة للشاربين، ومناظرها خلابة ليس في بستان هذه المساحة سوى سلاماً سلاماً... مساحة الحياة تلك بهذه الميزات هي حلم... حلم الإنسان في هذا الوجود بحياة انتزعت منها كل النواقص كالخوف والفقر والمرض والجهل والكره والحقد والتآمر والسرقة، وكل منازلها منازل أخوة ولذا لا مكان فيها للغريب كالحكومات وممثليها وبرلماناتها. ولا... ولا... ولا باعة ولا مشترين ولا ضرائب تجبى وحوادث مرور. وثمن الحصول عليها يدفع إلى فن ليس بحاجة إليه... وهو الذي له فضل علينا في خلقنا وحياتنا ومماتنا ويوم بعثنا... والثمن هو الإخلاص له في العبادة والتي تشيع في الحياة، كل هذه المعاني التي تتوق إليها الإنسانية هي بين أيدينا يقصينا عنها الضلال والانحراف.
