يحمل هذا الكتاب جواباً عن سؤال محوريّ، طالما تردّ في أدبياتنا العربية: "من المسؤول عن تعثّر النهضة، أو مشروع الحداثة العربية، العوامل الخارجية أم العوامل الداخلية؟". ويرى الباحث أن الإجابة عن السؤال الكبير: لماذا تدهور العرب، ووصلوا إلى ما وصلوا إليه..؟ لصيق الارتباط بالسابق، والإجابة تتطلب تبنّي منهج متعدد الرؤوس والاختصاصات؛ يكون ثقافياً بقدر ما هو اقتصادي، وفكرياً بقدر ما هو أنثروبولوجي، ومحلياً بقدر ما هو عالمي. وهو يرى أن منطق الأمور يتطلب دراسة كلّ مرحلة من مراحل تجارب النهضة، أو التحديث في المنطقة العربية الإسلامية. وفي هذا السبيل يلاحظ أن المنطقة تعيش في حالة حروب أهلية داخلية، وهي حروب لا تجري في فراغ، بل في حضن بيئة خارجية يسيطر عليها الغرب. وهذا ما يجعل السؤال "لماذا" تأخرت المنطقة؟ مسؤولية مشتركة لكلّ من الشرق والغرب.
والباحث، يتتبع قصة "حرب التحديث" منذ تجربة محمد علي باشا في أوائل القرن التاسع عشر، مروراً بتجربة جمال عبد الناصر، وصولاً إلى المرحلة الراهنة. وهو في عرضه الوقائع، بمنهجية المحلّل، والمراقب، يسجل ملاحظات أساسية، تثير النقاش الجدي في اتجاه إنهاء الانقسام حول الحرية والتحرر، والتنمية والوحدة، والهوية الوطنية والقومية، ودور الأمة الجديد في العالم الجديد، الذي بدأ يتبلور الآن -كما يقول المؤلِّف- على أيدي عمالقة آسيا.
