يقدم مركز دراسات الوحدة العربية في هذا المجلد الوقائع الكاملة، لندوة "دولة الرفاهية الاجتماعية" التي عقدها في الإسكندرية/مصر بين 28-30 تشرين الثاني/نوفمبر 2005 بالتعاون مع "المعهد السويدي بالإسكندرية"، وبمشاركة ثلاثين باحثاً من اتجاهات متنوعة.
تعكس أعمال الندوة رغبة في التصدي لمجموعة من لمفاهيم التي تستدعي التفسير الدقيق لمسألة "دولة الرفاهية الاجتماعية" في هذه لمرحلة التي تمر بها المنطقة العربية بعد الإرهاصات التي مرت بها التجارب التنموية، وبعد التطورات الحاصلة في ظل العولمة، وما أصاب الفكر الاقتصادي من تحولات.
تكمن أهمية البحوث التي قدمت في إطار الندوة في أنها تلاقت عند الميزات التالية:
-التنوع الفكري والمنهجي في تناول مسالة "دولة الرفاهية الاجتماعية".
-التعمق في مشكلات الوطن العربي في هذا الميدان.
-المقارنة بين التجارب المختلفة.
-محاولة رسم الآفاق المستقبلية، لأننا أحوج ما نكون إلى الإطلاع على مختلف التجارب في العالم –ولا سيما التجربة السويدية- التي توضح لنا كيف تم التعامل مع "التحولات الحاصلة في إطار العولمة والتغيير في العلاقات الاقتصادية الدولية"، والبحث في كيفية مواءمة كل ذلك مع الاحتياجات والمطالب الوطنية.
ولا شك في أن دروساً يمكن استخلاصها من المناقشات والحوارات التي جرت في الندوة، وهي بين دفتي هذا المجلد لتكون في متناول القارئ العربي، ولتساهم في تعميق الخلفية العلمية والثقافية الهادفة إلى تحقيق الارتقاء المتوازن في الاقتصاد وبلوغ دولة الرفاهية الاجتماعية، ولتساعد أصحاب القرار في حسن الاختيار.
