من أهم معالم تقدم الدول والمجتمعات هو مقدار اهتمامها بـ "الرعاية الإجتماعية" لمواطنيها، وخلق دولة الإزدهار والرفاه الإجتماعي والإقتصادي، وتوفير الخدمات الصحية والتعليمية، ورعاية المسنين، ومكافحة الفقر والبطالة، وسواها من سمات دولة الرفاه الإجتماعي.
هذا الكتاب يقدم دراسات وإحصاءات وتقارير عن تجارب مؤسسات الرعاية الإجتماعية في ثماني دول، ست منها دول متقدمة إقتصادياً (أستراليا وكندا وفرنسا والسويد والمملكة المتحدة والولايات المتحدة الأميركية)، ودولتان ناميتان (البرازيل وزيمبابوي).
لقد كان صعود وهبوط "الرعاية الإجتماعية" من أبرز أحداث القرن العشرين. فمع بداية هذا القرن، لم تكن سوى مجموعة صغيرة من الدول الصناعية مستعدة لمكافحة مشاكل الفقر والبطالة وتوفير الخدمات الطبية والتعليمية وبقية الخدمات الأساسية، وهي إن فعلت هذا فإنما تفعله غالباً لأسباب سياسية.
وعلى الرغم من كون الرعاية الإجتماعية من أهم المؤسسات التي تطورت في القرن العشرين، لكنها تضمنت أحياناً الأسباب المحتملة لفشلها، منها: زيادة نفقات الرعاية مقارنة بميزانية الدولة وزيادة سيطرتها عليها، وزيادة الفقر ونشوء الطبقة الدنيا. وهذا أدى إلى مطالبات البعض بالتخصيص الإجتماعي، حيث يكون التركيز الأكبر على واجبات المواطنة ومسؤوليات الفرد وعلى تسويق الإنفاق العام.
