يحظى موضوع التحول الديمقراطي بأهمية خاصة بالنظر لما تشهده النظم السياسية في منطقة الشرق الأوسط من تطورات وانتقالات نحو الديمقراطية، ويأتي إختيار التحول الديمقراطي في العراق من أهمية التغيير الذي حصل في العراق في التاسع من نيسان من العام (2003)، إذ أتاح هذا التغيير الفرصة للعراق لممارسة الديمقراطية بعد عقود طويلة من الإستبداد السياسي، إلا أن التحوّل الديمقراطي في العراق يواجه العديد من المعوقات الداخلية التي كانت تتفاعل مع المؤثرات الخارجية (الإقليمية والدولية)، وعلى مراحل ومواقف ومتغيرات مختلفة.
وعليه، تتطلع هذه الدراسة إلى تشخيص مواطن الوهن التي تحول دون إمكانات التحول المنشود مع تحديد أفضل السبل لمعالجة تلك المواطن حتى تمتلك الدول العراقية الناشئة في ظل التغيير (9 نيسان 2003)، رؤيا واضحة ونظرة مستقبلية إلى الدور المطلوب منها كدولة ملتزمة بسيادة القانون (دولة مؤسسات) قادرة على تحديد الأهداف، ورسم السياسات، والخطط، وبرامج التحول، والإنتقال نحو التماسك الديمقراطي في ظل إدارة فاعلة تنظر إلى المواطنين لا كمستهلكين يتلقون الخدمات، بل كمواطنين يشاركون في صنع القرار، وفرض التغيير، لإلزام الإدارة بتطوير أدائها وتحسين خدماتها، مما يتطلب إيلاء موضوع الشفافية العناية القصوى، ولذا فإن عملية التحوّل الديمقراطي في العراق تتطلب حلولاً جزئية وتدريجية، نتيجة الأثقال التي أربكت النظام السياسي العراقي الجديد، واستنفذت جزء غير يسير من طاقاته وإمكاناته للمواجهة المستقبلية المحختملة لمشكلاته الداخلية والخارجية (الإقليمية والدولية).
