تنامت في المنطقة العربية مطالب الحرية والديمقراطية، واشتد الضغط لتوسيع نطاق المشاركة السياسية. وقد قاومت أنظمة الاستبداد المطالب الشعبية متبنّية خطابات تخلط بين الديمقراطية والتعددية، والديمقراطية والانتخابات الشكلية، والحريات الفردية والحريات العامة، والتفويض والمشاركة، ففقدت تلك المطالب جوهرها الكامن في الحريات والمشاركة في إدارة الشأن العام.
انطلاقًا من أهمية دراسة الانتقالات الديمقراطية التي تمر بها المنطقة العربية، وإيمانًا بأن نجاحها ليس مسؤولية النخب السياسية وحدها، بل مسؤولية النخب العلمية أيضًا، عقد المركز العربي للأبحاث ودراسة السياسات في تونس ندوة دولية بعنوان «الانتخابات والانتقال الديمقراطي: مقاربات مقارنة»، بين 5 و7 آذار/مارس 2015. يضم هذا الكتاب نخبة من البحوث المقدمة في الندوة، قُسمت في ستة أقسام: الانتقال الديمقراطي في دول الربيع العربي: الخصوصيات والعراقيل؛ تجارب مختلفة للانتقال الديمقراطي؛ الانتقال الديمقراطي: الفاعلون والرأي العام؛ مسارات الانتقال الديمقراطي: التحديات والمآلات؛ الانتقال الديمقراطي: التمثلات والثقافة والقيم والمسألة الدينية؛ المسار الانتخابي: بروز النخب وتجددها. وخلصت إلى أن نجاحات هذه المرحلة وإخفاقاتها ستُقنع نخبًا عديدة بأن الديمقراطية ليست نظامًا جاهزًا مكتملًا، بل مسارات سياسية مستمرة إلى أن تترسخ في ثقافة المواطن اليومية.
