مالي واحدة من دول غرب أفريقيا التي عانت أزمات على فترات طويلة منذ الستينات إلى التسعينات وقضت تقريبا على مدى الثلاثة العقود بعد الاستقلال ، لحكم استبدادي قوي ، فاذا نظرنا لتاريخ دولة مالى الحديثة بعد استقلالها 1960، تحت اسم ” السودان الفرنسى ” وكان قد تبنى الريئس موبيدو كايتا الفكر الاشتراكى وعمل مع الزعميين المصرى “جمال عبد الناصر” والغانى ” كوامى نكروما “فى اطار مجموعة الدار البيضاء ، وأعلن تبنى نظام الحزب الواحد ، ولكن الصراعات الداخلية و تدهور الحالة الاقتصادية 1967، 1968، دفعت الرئيس لاصدار أمر بحل المكتب السياسى، مما دفع الى تطور الامر فى أواخر عام 1968 بقيام الجيش المالى بانقلاب عسكرى بقيادة الملازم ” موسى تروارى ” وأزاح كايتا من السلطة.
