عند ظهور وثيقة بازل II لأول مرة في الوثيقة الإرشادية الأولي في عام 1999، كثر الحديث والجدل بين المصرفيين عن مدي تعقيد اتفاقية بازل II وكثرة متطلباته وكان الشعور لدي الكثيرين أن تطبيق بازل II يعتبر من الصعوبة بمكان وأنه لو أمكن تطبيق بازل II من قبل بنوك الدول المتقدمة، فإن ذلك صعبا إن لم يكن مستحيلا علي البنوك في الدول النامية أن تطبقه.
بمرور الوقت وقيام لجنة بازل للرقابة المصرفية بإصدار الوثيقة الإرشادية الثانية بعد الأخذ في الحسبان تعليقات ومرئيات البنوك والمؤسسات المالية، وكذلك إصدار الوثيقة الإرشادية الثالثة لاتفاق بازل II وإصدار الوثيقة النهائية لاتفاق بازل II في شهر يونيو 2004، بالإضافة إلي إصدار عدة وثائق عن دراسات الآثار الكمية (QIS)، وانخراط المسئولون والمصرفيون في قصة بازل II الرئيسية والقصص الجانبية المحيطة بها والمكملة لها، تغير منحني الجدل من هل تستطيع البنوك في الدول النامية تطبيق اتفاقية بازل II إلي ما هي الأساليب والمنهجيات الأفضل للبنوك في الدول النامية التي يمكن استخدامها لتحقيق متطلبات بازل II قبل نهاية عام 2006.
