يشتمل هذا الكتاب على شرح لقانون الضمان الاجتماعي الأردني المؤقت رقم 30 لسنة 1987 الذي حظى بأهمية بالغة في وقتنا الحاضر لما له من مساس بالنواحي الاجتماعية والاقتصادية للمجتمع وينقسم مضمون هذا الكتاب إلى باب تمهيدي وثمانية أبواب، تناول الباب التمهيدي الحديث عن مفهوم الضمان الاجتماعي ونشأته وتطوره ومضمونه، ومصادر قانون الضمان الاجتماعي وموقع هذا القانون بين فروع القانون أما الأبواب الثمانية التالية فاتبع في تقسيمها تقسيم المشرع لأحكام القانون.
فعرض في الباب الأول من الكتاب لنطاق تطبيق قانون الضمان من حيث الأشخاص والتأمينات المطبقة، أما في الباب الثاني فتم التحدث عن التنظيم الإداري للمؤسسة العامة للضمان الاجتماعي بصفتها الهيئة المكلفة قانوناً بتطبيق أحكام القانون، بينما عرض الباب الثالث لمصادر المؤسسة. أما في الباب الرابع فتم البحث في تأمين إصابات العمل وأمراض المهنة حيث تم عرض مفهوم إصابة العمل، ثم الإجراءات التي تتبع عند حدوث إصابة عمل.
وأخيراً تم التوقف عند حقوق المؤمن عليه المصاب. أما تأمين الشيخوخة والعجز والوفاة فكان مدار بحث في الباب الخامس. ونظراً لأن الحقوق المقررة للمؤمن عليهم في قانون الضمان في تأمين إصابات العمل وأمراض المهنة والشيخوخة والعجز والوفاة لا بد من تحديد قواعد لتسويتها فقد خصص الباب السادس للدراسة هذه القواعد من حيث تم تحديد الجهات المختصة بتسوية هذه الحقوق من خلال عرض التعليمات التنفيذية التي أصدرها مجلس إدارة المؤسسة بتشكيل هذه الجهات.
وحيث أن حياة المؤمن عليه تنتهي بالوفاة، فتنتقل بذلك حقوقه إلى ورثته، فقد بحث في الباب الثامن في المستحقين من ورثة المؤمن عليه من حيث تحديد هؤلاء المستحقين وشروط استحقاقهم وبيان مدى حقوقهم. وفي الباب التاسع والأخير من هذا الكتاب تم التعرض للأحكام العامة التي أوردها المشرع بهدف توفير الضمانات الكفيلة بالحفاظ على الحقوق التي يقررها قانون الضمان الاجتماعي للمؤمن عليهم، أو المستحقين عنهم، وبالتالي تم التحدث هنا عن حماية نظام الضمان الاجتماعي، وعن الحقوق المكتسبة للعمال.
