تناول هذا الكتاب عناصر التحليل الاقتصادي مع الخيارات الفنية والمشكلات الرئيسية المرتبطة بالتموين والطاقة، كما بحث في الطاقة والماء والموقع والحجم والتطور التكنولوجي، وتطرق إلى المتغيرات والاستثمار والحساب التقديري للصندوق ليعرج بعدها للحديث عن معايير التقييم المالي والاقتصادي ومبادئ التقييم في مستقبل احتمالي والتقييم الاجتماعي- الاقتصادي، متضمناً كذلك بعض التمارين التي تفيد القارئ وتساعده على فهم محتواه.
إن ما يطمح إليه هذا الجهد هو متواضع جداً وفي نفس الوقت كبير جداً وفي الحالة التي يمكن تصورها أنه نافع: عندما يقدم على المستويين عناصر التقييم المالي والتقييم الاقتصادي. عندما يعرض بشكل متتابع مختلف الطرق الجاري استخدامها في التقييم الاقتصادي للمشاريع.
متواضع جداً في الحالة التي نأمل إعطاء هذا الكتاب الصفة العادية، مع حد أدنى من المراجع النظرية ومن الملاحظات العامة، بحيث للباحث حرية العودة إلى المصادر الأساسية.
من هذه التوقعات الأساسية العملية وكأداة نافعة جاء هدفنا في تقديم هذا الجهد المتواضع.
حيث تضمن الفصل الأول عناصر التحليل الاقتصادي: الطلب، القوى العاملة.. الخ وقد حرصنا على إعطاء بعض التفاصيل الخاصة بكل عنصر مع بعض التطبيقات. وفي الفصل الثاني حرصنا على استعراض أهم المعايير المستخدمة في المجال التطبيقي مع بيان مزايا ومساوئ كل معيار، إضافة إلى الأمثلة المحلولة.
أما الفصل الثالث والأخير فقد تطرق إلى التقييم من وجهة النظر الاقتصادية الاجتماعية. حيث تم استعراض منهجي الأسعار والآثار بشكل مقتضب وبمثال لمشروع جرى تقييمه في إحدى الدول النامية.
ومما يوجب الإشارة إليه في هذا الجهد أن ميزته التطبيقية لم تذهب إلى كل أبعاد التفكير الخاصة بالمناهج الاقتصادية في التقييم ومعاني المعايير المستخدمة، ولذلك فإن التعمق في مبادئ التقييم يعتبر من الضرورات الأساسية كي يحتل التقييم موقعه الصحيح وأن لا يصبح اتخاذ القرار سابقاً له.
