تعد مسألة التنمية الزراعية لتحتل من جديد مكانة متقدمة في سلم أولويات التنمية الشاملة، في العديد من مناطق العالم ودوله، وبخاصة في وطننا العربي هذا وإن بعض العوامل التي تكمن وراء هذه العودة في منطقتنا العربية تقليدي، يتجلى في استمرار أهمية الزراعة كمصدر للرزق وللغذاء والمواد الأولية والدخل، وكميدان للعمل والعماله، وبعضها الآخر جديد مستحدث، كظهور مشكلة العجز الغذائي العربي الذي ظهر في أوائل السبعينات، ثم ما انفك يتزايد بمعدلات لافتة، ليبلغ في بعض الأقطار العربية، مستوى الأزمة الحقيقية، في السنوات العشرين الأخيرة. وفي هذا الكتاب يحاول الدكتور صلاح وزان الوقوف على أسباب هذه المشكلة لذلك سعى إلى قراءة تحليلية نقدية جديدة شاملة بهدف الكشف عن مواطن القوة والضعف في الواقع العربي من حيث الموارد (الأرضية والمائية) ومن حيث الإمكانات والكفاءات البشرية والأبحاث الزراعية، ومن حيث السياسات الاستثمارية والاقتصادية والاجتماعية، وذلك تمهيداً لاستخلاص الدروس، ولرسم الملامح الأساسية لاستراتيجيا تنموية زراعية عربية ملائمة.
والحال هذه، فإن إدراك الواقع، ومعرفة إمكاناته وطاقاته، ومحدداته ومعوقاته، وتحركاته وتحولاته، يشكلان المدخل العقلاني الطبيعي إلى تغييره وتطويره، لأنه وكما كشف المؤلف عنه بأن قدرات الوطن العربي وإمكاناته تسمح له بواقع أفضل برغم الصعوبات الداخلية والخارجية.
