تبقى الزراعة في القرن الحادي والعشرين أداة اساسية للنمو المستمر والحد من الفقر. يعيش 3 من كل أربعة فقراء في الريف- يعيش 2.1 مليار شخص بأقل من 2 دولار يوميا و 880 مليون باقل من دولار يوميا- ويعتمد معظمهم على الزراعة لكسب العيش. إن تطوير الزراعة مطلوبا بهدف تنمية الألفية بتقليل الفقر والجوع إلى النصف مع حلول عام 2015 والحد منهما لعقود مستقبلية عديدة واشعين في الاعتبار اين يعيش هؤلاء الفقراء والاعمال التى يجيدونها لن تكون الزراعة وحدها كافية للحد من الفقر بشدة ولكنها عنصرا أساسيا للاستراتيجيات الفعالة في معظم الدول النامية. نظرا لأن آخر تقرير عالمي للتمية عن الزراعة كان منذ 25 عاما، ومن المهم إعادة تعريف كيفية استغلال الزارعة في التنمية بالسؤال عن الفرص والتحديات المختلفة والمتنوعة التى ظهرت. ومن أجل ذلك يعالج تقرير التنمية من اجل الزارعة ثلاث أسئلة أساسية:
ما الذي يمكن ان تقوم به الزراعة من أجل التنمية؟
ما هى الوسائل الفعالة لاستخدام الزراعة من أجل التنمية؟
كيف يمكن توظيف جداول أعمال الزراعة من أجل التنمية؟
