تحت عنوان "فن الإدارة عند العرب والمسلمين" يقدم الباحث مولاوي حسين دراسىة تاريخية تحليلية عند نظام الإدارة قبل الإسلام وفي عهد الرسول صلى الله عليه وسلم. وعهد الخلفاء الراشدين، حتى أوائل عهد الخلفاء من بني العباس / العصر العباسي الأول.
يوضح هذا الكتاب بالتسلسل التاريخي كيف استطاعت دولة الإسلام وتحت قيادة رجل واحد عظيم هو رسول الله محمد صلى الله عليه وسلم أن تضع نظرية سامية شاملة استطاعت أن تخضع البلاد المحيطة بها، ونظاماً إدارياً يعتبر أحسن النظم الإدارية في العصور الوسطى وأرقامها، وبالأخص الإدارة الحربية في عهد الخلفاء الراشدين والتنظيم الإجتماعي في عهد الأمويين وأثره على الإدارة فضلاً عن التنظيم الديني الخلافة، الشورى، الإدارات المركزية – الدواوين – وغيرها من إدارة الأقاليم من الناحية المالية (موارد المال) و (إتاوات) وأنشطة أخرى في مجال الزراعة والتعليم وإدارة الشؤون البلدية في كل ولاية. أما في العهد العباسي فكان اإهتمام بالإدارة المركزية (الدواوين المركزية – القضاء المركزي – الشرطة المركزية – إدارة السجون) وطريقة عمل الإدارة الإقليمية والإدارة المالية في عهد أوائل الخلفاء من بني العباس واهتمامهم بالموارد الأساسية للدخل (العشور – الورق – الجبايات – الضرائب) فضلاً عن العناية بالتعليم و الصحة والرواتي وعتاد الجيش ووسائل النقل والفنون الحربية عامة.
هذه النظم العديدة التقطها مؤلف هذا الكتاب من مؤلفات كبيرة ضخمة تهتم بكل ما حفلت به العصور الوسطى من سياسات تنظيمية في إدارة شؤون البلاد والعباد، والتي جعلت من نظام بسيط نشأ بالمدينة المنورة أن يتطور إلى إدارة حكومية منظمة تنظيماً عالمياً يبسط تشريعه ويحكم امبراطورية تمتد من الصين شرقاً إلى المحيط الهندي جنوباً إلى بحر قزوين والبحر الأسود شمالاً، فضلاً عن الأرض التي تأسس فيها.
