كثيراً ما تطرح الأمية كونها عائقاً أمام النهوض والتقدم، ولكن قليلاً ما نجد نماذج من الدول استطاعت التغلب عليها وفق خطة معقولة وإمكانات مقبولة. وانطلاقاً من هذه المفارقة التي حصرت كثيراً من دول العالم عامة والدول العربية بخاصة في بوتقة العجز الدائم عن حلّ مشكلاتها. فانحبس التقدم النوعي على مستوى المواطن العربي-نساءً ورجالاً-وقد جاء هذا البحث-الأمية في الوطن العربي بين عجز التربية وتربية العجز-بمقارناته وجداوله الإحصائية واستنتاجاته ليضعنا أمام ما نطمح إليه. وما نعيشه هو كشف بسيط لموقعنا بين الأمم لإبراز غير دائرة يحتاجها مجتمعنا العربي.
ومن هنا كان خطوات هذا البحث الذي قدّم في الأساس كونه ورقة عمل للمساهمة في المؤتمر التربوي الذي أقامته مؤسسة الفكر العربي في بيروت، وقد وسّعت فيه فاعتمدت على الإمكانات الطبيعية والمادية والجغرافية والبشرية المتوفرة في بلادنا. بحيث تناول موضوع السكان لمعرفة العدد والكثافة والحاجات التعليمية التي تحتاجها، ثم تطرق إلى موضوع الثروات ومصادر الطاقة التي يزخر بها هذا الوطن. وهل تكفي هذه الموارد لحلّ مشكلاتنا الاجتماعية من فقر وبطالة وأميّة؟ إذ أن هذا الثالوث له من الآثار السلبية ما يكفي لإعاقة أي مسيرة على كل الأقطار، بل إن الأمر له أركان أخرى ما زالت لها الفعالية الأساس في الحفاظ على هذه المشكلات، وفي عملية الاستنهاض برمّتها؛ في سبيل ذلك كان التطرق إلى اجتياز هذه المشكلات أمراً لا مفر منه.
