يتحدث الدكتور "يوسف شحادة" في دراسته المقارنة التي بين أيدينا عن الضابطة العدلية وعلاقتها بالقضاء ودورها في سير العدالة الجزائية وذلك في باب تمهيدي وثلاثة أبواب مع آخر إضافي، تناول في الباب التمهيدي تطور الضابطة العدلية بدا بالتطور التاريخي في المجتمع العربي وبالتحديد في العهدين اليوناني والروماني ثم في فرنسا وفي إنكلترا وفي الولايات المتحدة وفي المجتمع العربي. وتبرز أهمية هذه الدراسة التاريخية للضابطة العدلية، من كونها تبرز مدى صلى الضابطة العدلية بالمجتمعات وما ينظمها من قواعد، والاستعانة بذلك في تفهم ما استقرت عليه في الشرائع الحديثة.
وفي الباب الأول تم الحديث عن تنظيم الضابطة العدلية بدءا بموظفي الضابطة العدلية، ومروراً بالقطاعات التي تمارس ميدانياً عمل الضابطة العدلية في لبنان، وانتهاءً باختصاصات الضابطة العدلية. أما في الباب الثاني فعرض لمهام الضابطة العدلية قبل مباشرة التحقيق القضائي وهنا تم التطرق للدور الذي نقوم به الضابطة في سير العدالة الجزائية عن طريق استعراض المهان التلقائية التي تقوم بها. ومن ثم عرض في الباب الثالث لمهام الضابطة العدلية بعد مباشرة التحقيق القضائي، فتحدث عن الاستنابات القضائية، والاحتجاز لرهن التحقيق، والتعاون الدولي في حقل الضابطة العدلية، ولأثر هذا التعاون في مكافحة الإجرام الدولي.
على الرغم من قلة الدراسات التي تعالج موضوعات الضابطة العدلية، إلا أن الحديث عنها شيق وممتع، فهي تحتل مكاناً بارزاً بين موضوعات العلوم الجنائية، فوقوع الجريمة يشكل خطراً على حياة الناس ويبث الذعر في صفوفهم ويؤدي إلى زعزعة أمن المجتمع واستقراره.
إن المهمة الرئيسية للضابطة العدلية أو الشرطة تنحصر في قيامها بإجراءات التحقيق والاستقصاء عن الجريمة وكشف مرتكبيها وملاحقة الجناة لتقديمهم أمام القضاء بالسرعة الممكنة بهدف نشر الأمن والطمأنينة في المجتمع.
من هنا كانت أهمية هذه الدراسة عن دور الضابطة العدلية التي تثير اهتمام القضاة والمحامين كما تفيد الطلاب والدارسين والباحثين في معاهد الحقوق والصحافة ورجال الأعمال ورجال الشرطة والعسكريين، بحيث تشكل معيناً لكافة المواطنين يساعد على سبر غور المعرفة واكتساب الثقافة القانونية.
