يعرض هذا الكتاب لأحد التحديات التي تواجه منظمة الأمم المتحدة أثناء عملها في مجال حفظ السلم والأمن الدوليين أو إعادتهما إلى نصابهما، والمتمثل في مواجهة الإنعكاسات السلبيّة الناجمة عن لجوء المنظمة، ممثلة بمجلس الأمن، إلى خيار العقوبات الإقتصاديّة، فيتطرق لوجهين من أوجه العلاقة بين مفهومي العقوبات الإقتصاديّة الدوليّة وحقوق الإنسان، أولهما؛ هو أنَّ هذه العقوبات استُخدمت كوسيلة لوقف إنتهاكات حقوق الإنسان، وثانيهما؛ هو تحولها إلى أحد أنماط إنتهاك حقوق الإنسان نتيجة الأسلوب الذي فرضت من خلاله، مما أدى إلى تناقض حقيقي في عمل الأمم المتحدة وشكل إنتكاسة جديدة لمصداقيتها.
وفي هذا السياق يتضمن الكتاب تحليلاً للعديد من النقاط المرتبطة بالجانبين العملي والنظري لفكرة العقوبات الإقتصادية الدوليّة، لمعرفة إن كان الخلل يكمن في بنية هذه العقوبات كفكرةٍ مجردةٍ أم يرتبط بثغراتٍ في آليّة عمل مجلس الأمن، ليصل بذلك إلى تقديم عدد من المقترحات في سبيل تجاوز المخاطر الناتجة عن إستخدام الأمم المتحدة لوسائل شرعيّة من حيث المظهر وبغرض حمايّة البشريّة، لكن بطريقةٍ قد تؤدي إلى نتائج بعيدة تماماً عن هذه الغاية.
