تهدف هذه الدراسة الى عرض الاساس القانونى للعقوبات الدولية الاقتصادية فى المنظمات الدولية العامة (الأمم المتحدة) والمنظمات الدولية الاقتصادية (صندوق النقد الدولى، البنك الدولى للانشاء والتعمير، منظمة التجارة العالمية). كما تطرقت الى مدى التزام الدول الاعضاء وغير الاعضاء فى هذه المنظمات بتنفيذ قرارات العقوبات.
وقد اشتملت الدراسة على بيان مدى فعالية هذه العقوبات ومدى نجاحها فى ارساء الالتزام باحكام القانون الدولى، ودورها فى ضمان احترام القواعد الدولية لحقوق الانسان، وذلك من خلال السوابق العملية لتوقيع هذه العقوبات على الدول، وقد اتخذت تجربة العقوبات على جنوب افريقيا كنموذج.
كما ألقت الدراسة الضوء على آثار تطبيق العقوبات الدولية الاقتصادية على الأوضاع الانسانية داخل الدولة المعنية، ومدى تأثر الشعوب بتلك العقوبات، مستخلصة من ذلك ضرورة استبدالها بعقوبات اقتصادية جزئية تنصب على السلع الاستراتيجية كالبترول والاسلحة والمواد الصناعية دون المساس بالاحتياجات الانسانية الغذائية أو الصحية.
