يتناول الكتاب عناوين ثلاثة: الأول: يمثل مرافعاتٍ قضائية في قضايا إدارية مرفوعة لدى محكمة العدل العليا في مواضيع مختلفة طرحت أمامها، والثاني يمثل تعليقاً على قوانين مرت بمراحلها الدستورية، والثاث: يمثل تعليقاً على أحكام قضائية، وهذا يشكل تطبيقاً لنهج يؤمن به المؤلف وهو التعليق على الأحكام القضائية.
ولما كانت المرافعات تمثل شرحاً وافياً لمختلف جوانب الدعوى من حيث الوقاع والقانون والسوابق والمبادئ القضائية، ومن خلالها تُسلَط الأضواء على موضوع الطعن من جميع جوانبه حتى يتسنى للمحكمة أن تصدر حكمها بعد إلمامٍ كامل وإحاطةٍ شاملة لموضوع النزاع وأسانيده.
تحقيقاً للهدف المرسوم من مادة المرافعات والتعليقات فقد جاءت خطة البحث بتقسيمها إلى أبواب ثلاثة: في الباب الأول: تناول المؤلف فيه مجموعة المرافعات المقدمة لدى محكمة العدل العليا في معرض الطعن بقراراتٍ إدارية مختلفة المواضيع، قسم هذا الباب إلى عدة مباحث، في الباب الثاني: تناول فيه تعليقاتٍ على قوانين مرت بجميع مراحلها الدستورية، وقسم هذا الباب أيضاً إلى عدة مباحث، وفي الباب الثالث: تناول فيه تعليقات على بعض القوانين وعلى أحكام القضاء الإدارية في الأردن، بعضها نشر في مجلة نقابة المحامين وبعضها لم ير النور بعد وقسم هذا الباب إلى عدة مباحث أيضاً.
