هنالك مبررات عديدة تستوجب البحث من جديد في قضية "المرتفعات السورية المحلة"-الجولان-من بينها، ولعل من أهمها، ما يتمثل في تسارع عملية تسوية الصراع العربي-الصهيوني، إذ إنه وخلال سنوات معدودات تمّ إنجاز محطتين هامتين في مسار هذه العملية، هما اتفاق أوسلو (أ) وأوسلو (ب) على المسار الإسرائيلي-الفلسطيني، واتفاق وادي عربة على المسار الإسرائيلي الأردني.
بالمقابل أخفقت تل أبيب في تعميم شروطها وصيغتها التفاوضية على المسارين: السوري واللبناني. ويعود ذلك لاختلاف الظروف وطبيعة الأطراف المفاوضة، ولصعوبة وعورة القضايا بحال التفاوض أيضاً. تلك القضايا التي لم يُفلح الإسرائيليون في تعميم حلول لها كقضية الانسحاب من سيناء وتفكيك مستوطنة "ياميت".
وعلاوة على ما سبق، فإن قضية الجولان بحيثياتها ومعطياتها ومراحلها المختلفة هي قضية تفاوضية شائكة ومعقدة وتطرح إشكاليات عدة لا يمتلك الإسرائيليون راهناً اتخاذا قرارات مصيرية وحاسمة بشأنها. إذ أن النواحي الاستراتيجية والعسكرية والاقتصادية تشكل بمجموعها جزءاً لا يتجزأ من الأمن الاستراتيجي الأعلى للكيان الصهيوني. هذا الأمن الذي لا تمتلك تل أبيب أية تصورات تتعلق بالحفاظ عليه وعدم المس به في حال تمّ التخلي عن الجولان بما يمثل.
كما أن قلة الكتابات المتخصصة بالأوجه المختلفة لقضية الجولان وإشكالاتها، شكلت دافعاً هاماً لتقديم هذا العمل البحثي، الذي نعتقد أنه يشكل إضافة هامة، للمكتبة السياسية العربية. ويشكل في الآن ذاته أساساً صالحاً لدراسات مستقبلية متعمقة في جوانب هذه القضية.
