هذا الكتاب يعرض أفكاره وموضوعاته في ثلاثة أجزاء مترابطة مع بعضها البعض، ويتكون كل جزء من عدد من الفصول، فيعرض الجزء الأول لواقع اليهود في مختلف البلاد العربية وأصولهم التاريخية ، وظروفهم الاجتماعية، والاقتصادية ودرجة مشاركتهم السياسية، والتطورات التي طرأت على أعدادهم، خلال تسعة عقود من الزمن، وذلك عبر فصلين، يتناول أولهما توزع اليهود في الشطر الشرقي من الوطن العربي (الآسيوي). ويتناول ثانيهما، توزع اليهود وأحوالهم على كافة المستويات في الشطر الغربي من الوطن العربي (الإفريقي). ويخصص الجزء الثاني بفصوله الثلاث، لعرض ظروف هجرة اليهود من البلاد العربية وتوجهات النشاط الصهيوني في البلاد العربية قبل وبعد قيام الكيان الصهيوني وواقع حال يهود البلاد العربية في الكيان الصهيوني. وثانيهما يعرض باقتضاب للنظام السياسي في إسرائيل ولموقع اليهود الشرقيين وبضمنهم (اليهود العرب) في العملية الانتخابية وصولاً إلى انتخابات الكنيست الثالثة عشرة وتشكيل الحكومة الإسرائيلية الراهنة. ويخصص الفصل الثالث لبحث مسألة التمثيل السياسي لليهود الشرقيين في أجهزة السلطة في إسرائيل.
أما الجزء الثالث، فيعرض فكرة (نزوح اليهود) من إسرائيل أوما أصطلح عليه اسم "نزوح العودة" أي عودة يهود البلاد العربية إلى بلادهم الأصلية، والمواقف المؤيدة والمعارضة لهذه الفكرة، وكذلك الظروف السياسية التي شكلت حاضنة لها.
ويعرض الفصل الثاني من هذا الجزء وبتكثيف الحلول الغربية الأوروبية للمسألة اليهودية التي واجهتها أوروبا، بينما يعرض الفصل الثالث للتعبيرات الجديدة للمسألة اليهودية التي تواجهها الأمة العربية في خضم الصراع-الصهيوني وسبل حلها، برؤية عربية جديدة.
