تبرز أهمية الموضوع التهمة باعتبارها أكثر الإيجراءات مساسا بالحرية الشخصية والعدالة فإفلات الجنائي من العقاب يعد مظهراً من مظاهر الخلل في المجتمع ومن هنا نشأ التلازم بين وقوع الجريمة والإتهام المنسوب الى المتهم وقد اشتمل الكتاب على شرح كامل متكامل للتهمة فوضع تعريفاً لها وذكر عناصرها والشروط الشكلية والمواضعية لصحتها إضافة الى ذلك بحيث في قيام المحكمة في توجيه التهمه وما يتألى بعد ذلك من قيام المحكمة بتعديل التهمة وسحبها وإلغائها وعالج تعدد الجرائم والإثر الذي يتركة على التهمة عند اتخاذ الاجراءات القانونية أو عند قيام المحكمة بتوجيه التهمة في حالة التعدد الخاص بالجرائم وأثر الكتاب أن يبحث التهمة عبر مراحل الطعن متلمساً في ذلك حكم التهمة في كل طريق من طرق الطعن وقد اختصر الكتاب على ثلاثة طرق وهي الطعن بطريق الاعتراض على الحكم الغيابي والطعن بطريق التميز والطعن بطريق إعادة المحاكمة لما لهذه الطرق من أثار مباشرة على التهمة.
