عارف تامر العلي (1921 - 1998 م) هو كاتب وشاعر، من أهل سوريا.
ولد في القدموس تابعة لمحافظة طرطوس لأسرة تنتمي لفرع محمد شاه من الاسماعيلية النزارية. وتخرج في كلية الآداب التابعة لجامعة القديس يوسف ببيروت، وحصل على شهادة الدكتوراه في مونتريال في كندا. وعمل مدرسا للغة الفرنسية في ثانويات السلمية، وكذلك درس مادة تاريخ الشرق الأوسط في جامعة القديس يوسف في بيروت.

مزيد الحلي الأسدي... هذا الشاعر في سيرة حياته قصة غامضة، تكمن في صفحاتها غربة قاسية، وتبرز من خلال سطورها إمارات الحزن والأسى... وهو الآن يخرج إلى عالم النور من خلال هذا الكتاب في محاولة لجعله معروفاً بعد أن كان مغموراً، فإحياء ذكر العباقرة المنسيين والأدباء المغمورين، وإظهار أعمالهم ومآثرهم وأدبهم واجب أدبي مقدس وملزم، وهذا ما قام به عارف تامر الذي لجأ إلى قصائد هذا الشاعر المغمور لاستنطاقها وليأخذ منها ما يمكن من الثوابت والدلائل، بالرغم من معرفته أن ليس فيها ما يدل على سيرة حياته إلا بعض أبيات من قصيدة "الرحلة" التي يصف بها قيامه من مدينة الحلة العراقية، وقطعه المسافات والأبعاد، ثم لجوئه أخيراً إلى مدينة "مصياف" السورية للإقامة فيها. فلربما كان في العمل من الأضواء ما ينير جانباً من حياته وشعره.
