المساواة أمام صندوق الإقتراع تمثل بالنسبة إلينا الشرط الأول للديمقراطية، والشكل الأبسط للمساواة وقاعدة الحقوق الأنأى عن النقاش؛ لا يخطر ببال أحد اليوم أن ينازع في مبرر الإقتراع العام، وإذا كانت النساء لا يقترعن إلا منذ عهد قريب فهذه القصة بعيدة في ذاكرتنا، بعيداً جداً.
بات الإقتراع العام يمثل حجر الزاوية الإلزامي لكل نظام سياسي، حتى أن الأنظمة التوتاليتارية أو الديكتاتوريات العسكرية لا تجرؤ على رفضه بصورة مفتوحة، بل تفضل التلاعب به على منعه.
إن المساواة السياسية تقيم العلاقات بين الناس نموذجاً غير مسبوق، وهي فكرة أحدثت ثورة داخل النسق الليبرالي الجديد الذي تأكد إنطلاقاً من القرن السابع عشر، إنه دفاع عن تأسيس الحرية الحديثة والتفكير بها والإقرار بأن كل الخلق متساوو الكرامة أمام الله.
وهذا الكتاب هو رحلة إستكشاف لتاريخ الإقتراع العام، نقاشاته، إرتباكاته، ومطالباته ومصادفاته. لذلك ينبغي العودة إلى حيوية النقاشات الدفينة وإعادة الحياة لقوة المطالب، وعنف الإستيهامات ومجموع الإرتباكات، وإعادة الإمساك من الداخل بخيط الحجج والمطالبات التي انعقدت المجابهات من حولها.
