يسعى الإنسان منذ نعومة أظافره للوصول إلى السعادة والرفاهية والطمأنينة والأمان، وهي أهداف غير متوفرة للشعب اللبناني الذي يعيش خاجس القلق والخوف والأمن والفقر. هذه القضايا -المشاكل ترافق الشعب اللبناني منذ السيعينات، بداية الحرب الأهلية، وحتى اليوم يزداد الخوف والقلق لدى جميع اللبنانيين إلى أية منطقة أو طائفة أو مذهب انتموا.
وبعد إقرار اتفاق الطائف، عام 1989 خف الشعور بالخوف مع انطلاقة السلم الأهلي وعودة الآمال بإعادة الإعمار والبناء، وعاد القلق ليظهر من جديد بعد اغتيال الرئيس رفيق الحريري والاغتيالات السياسية اللاحقة وضرب البنى التحتية نتيجة الاعتداءات الإسرائيلية. إضافة إلى هاجس الأوضاع الاقتصادية السيئة التي يرزح تحتها المواطن اللبناني بشكل عام والبقاعي بشكل خاص الذي يشعر بأنه مهمل ومهمش، يشهد على احتضار القطاع الزراعي الذي من خلاله يؤمن معظم البقاعيين مورد رزقهم.
كما أن البطالة المنتشرة بشكل واسع لدى الشباب البقاعي وخاصة حاملي الإجازات الجامعية تزيد من نسبة القلق في صفوف المواطنين وتدفع بهم إلى الهجرة. كل ذلك جعل المواطن يعيش في حالة من القلق النفسي، الاجتماعي الاقتصادي، البيئي والسياسي مما خلق جواً من التوتر وعدم الطنأنية والاستقرار في البلد وعادت ظاهرة الحواجز وخطوط التماس بين المناطق.
هذا ما دفع بنا إلى دراسة موضوع القلق والتعرف على كافة جوانبه ومستوياته المختلفة بغية التأكد من الأسباب الكامنة وراء هذا القلق والحلول الممكنة لمعالجته.
