ينصب هذا البحث بالدرجة الأولى على الدراسة الموضوعية لأحوال العراق في حكم الحجاج، من الناحية السياسية والإدارية.
يشمل الفصل الأول، دراسة حياة الحجاج الأولى، وعهد نشأته، ويظهر فيه أن أسرة الحجاج كانت معروفة بين أشراف ثقيف وسراتهم، وكان أبي الحجاج، دور بارز في الحياة العامة، وسرعان ما انضم إليه الحجاج، فانغمرا في حياة السياسة وخدمة الأمويين، وكانت النتيجة، أن تألق نجم الحجاج عند عبد الملك بن مروان 65-86هـ لما ظهر منه من كفاءة ومقدرة في تسيير الأمور، مما مهد السبيل إلى توليته حرب عبد الله بن الزبير ت 73هـ، ومن ثم ولاية العراق.
وفي القسم الثاني من هذا الفصل، تناولت أموراً مهمة من حياة الحجاج الشخصية، وحاولت تقويم شخصيته على أساس الروايات التي تطرقت إلى هذا الأمر، فتبين لي من خلال هذه الروايات التي ركزت بالدرجة الأولى على عيوبه وحاولت اظهارها بمظهر بارز أن هناك الكثير من الجوانب الإيجابية في شخصية الحجاج، ولم تحاول هذه الروايات أن تفصل فيها، أو تمنحها ما تستحق من أهمية فلقد أكدت المعلومات التي بين أيدينا، أن الحجاج كان رجلاً متديناً إلى درجة لا يرقى إليها الشك، كما كان مستقيماً، لا تأخذه في قول الحق لومة لائم، عفيفاً عن أموال الغير وأعراضهم، معتدلاً في أكله وشربه وعلاقاته مع نسائه، مات ولم يخلف وراءه سوى دراهم معدودات.
وقسم الفصل الثاني إلى أقسام ثلاثة، يشمل القسم الأول، التحديد الجغرافي للعراق في عهد الحجاج، أما القسم الثاني، فقد تناول عوامل اختيار الحجاج لولاية العراق. وفي القسم الثالث، درس مدى نجاح الحجاج فيما أسند إليه من مهام جسام.
وتطرق الفصل الثالث، إلى الثورات المحلية، أسبابها ونتائجها وذلك عن طريق الدراسة المركزة لأسباب هذه الثورات.
ويحتوي الفصل الرابع، وهو فصل التنظيم الإداري، على جملة الأمور والقضايا الإدارية التي تخص ذلك العهد.
أما الفصل الخامس، فيضم قسمين كبيرين، الأول يتناول الإصلاح النقدي. والثاني موضوع الجزية والخراج، ومحاولة الحجاج رفع مستوى الجباية.
وحاول الفصل السادس تقويم سياسة الحجاج في العراق بصورة عامة.
