استعرض الكاتب أهم التحديات التي واجهت الوطن العربي في القرن الماضي ودور التربية في مواجهتها، أهم التحديات التربوية التي كانت تواجه الوطن العربي ودور التعليم في مواجهتها، أهم التحديات التي تواجه القرن الحالي ودور التربية والتعليم في مواجهتها، التحديات التي يواجهها الأردن، وأهم التوصيات.
وقد جاء الكتاب ضمن ثمانية عشرة وحدة وهي كالتالي: في الوحدة الأولى تطرق الباحث إلى بعض المفاهيم العامة ولماذا تسريع التنمية؟ والخصائص العامة التي تتصف بها البلدان النامية، ومشاكل تسريع التنمية في البلدان العربية وقدم بعض الحلول والإقتراحات.
أما الوحدة الثانية فكان بعنوان التعليم المهني وأثره على التنمية فتطرق إلى مفهوم التعليم المهني، نبذة تاريخية عن تطور التعليم المهني، أنواع التعليم المهني، بعض المعوقات التي أدت إلى ضعف التعليم المهني، أثر ذلك على التنمية في البلدان العربية، وقدم الباحث بعض الحلول لهذه المشكلة.
أما الوحدة الثالثة فكانت بعنوان التنمية الإجتماعية فاشتملت على: ماهيتها وأهميتها وأهدافها ومبادئها وعناصرها وسياستها وأنماطها والبعد الإجتماعي الثقافي للتنمية، ونماذج التنمية الإجتماعية، ومعوقات ومتطلبات التنمية الإجتماعية.
أما الوحدة الرابعة فكانت بعنوان التعليم والتنمية الإقتصادية، أما الوحدة الخامسة فكانت بعنوان التعليم والتنمية الثقافية فشملت: ما الثقافة؟، أما الوحدة السادسة فجاءت بعنوان التنمية الإدارية، أما الوحدة السابعة فكانت بعنوان التعليم والتنمية السياسية، أما الوحدة الثامنة فكانت بعنوان التنمية والتربية البيئية، أما الوحدة التاسعة فكانت بعنوان الأمية والتنمية، أما الوحدة العاشرة فكانت بعنوان التغير والتنمية، أما الوحدة الثانية عشرة فكانت بعنوان تنمية الموارد البشرية، وأما الوحدة الثالثة عشرة والأخيرة فكانت بعنوان دور التربية والتعليم في مواجهة تحديات العصر.
