يؤكد الإمام الخامنئي على أهمية التعرف على قيمة التعبئة وتعريف الشباب وخصوصاً شباب التعبئة على ذلك، حيث يقول: "ينبغي على الشباب التعبوي الذي تمثلونه أنتم باعتباركم قادة وحدات التعبئة أن يعرفوا قيمة وقدر هذا التشكيل الإلهي، إنه تجمع ذو قيمة رفيعة وسامية".
فالعمل ضمن صفوف التعبئة والانتساب إلى تشكيلاتها يجب أن يأخذ مكانه المعنوي بين الشباب حتى يتحول إلى طموح وأمنية وهدف يسعى إليه الشباب ويستشعرون النعمة والفضل والتوفيق الإلهي بانتسابهم إليه.
ولا بد من وجود حالة اجتماعية عامة تساعد على ذلك. يقول الإمام الخامنئي: "أصل القضية هو أن التعبئة بالمعنى الحقيقي للكلمة هي ظاهرة ثورة ويجب على هذا الوطن وهذه الأمة وهذه الثورة أن يتعاطوا مع هذه الظاهرة دائماً بجدية ويعلموا قدرها".
فالتعبئة ليست حركة على هامش المجتمع ولا هي من الأمور الكمالية ولا هي مجرد مادة دعائية أو إعلامية، التعبئة هي قلب المجتمع النابض الذي يجب أن نفعله ونعتمد عليه في إطار إمكانياته.
