السؤال الذي تبادر إلى أذهان هؤلاء الباحثين، وقد يتبادر إلى أذهاننا أيضاً، هو: من من المفكرين العرب يمكن أن يعد أول علماني في العصر الحديث؟ وهل ذلك الأول كان علمانياً، بحق، وحقيقة، أنه مشروع علماني؟
أجيب قائلاً إن قلة قليلة من الباحثين عنيوا بهذا السؤال، وربما خلدون الحصري كان أولهم. يبدأ الحصري من أن الطهطاوي رسم صورة وردية، ومثالية، جداً، لواقع الحال في فرنسا. وقد تجسدت في اعتقاد مفاده أن معظم مواد الشريعة أو القانون أو الدستور، أو الشرطة ليس وارداً في كتاب الله، ولا في سنة رسوله. ورغم ذلك فإنه يذكره للقارئ المسلم، في المقام الأول، ليعرف كيف حكمت عقول الفرنسيين" بأن العدل والإنصاف من أسباب تعمير الممالك، وراحة العباد، وكيف انقادت الحكام والرعايا لذلك، حتى عمرت بلادهم، وكثرت معارفهم، وتراكم غناهم، وارتاحت قلوبهم، فلا تسمع منهم من يشكو ظالماً أبداً، والعدل أساس العمران".
وبغض النظر عن مدى دقة هذه الصورة، إلا أن هذه الأحوال تحققت، إما خارج أو ربما في تضاد مع الشريعة الإسلامية، وذلك "باستخدام العقل وحده".
