شهدت السنوات الأخيرة ازدياداً في وتيرة السيطرة الأميركية على العالم عبر مسارات مختلفة، اقتصادية وسياسية وعسكرية، ففي المسار الاقتصادي تظهر الهيمنة عبر السيطرة على الموارد الاقتصادية والتصرف بها ليس لصالح المجتمع الذي يملكها بل لمصلحة القوى الخارجية. أما في المسار السياسي تتجلى الهيمنة، عبر فرض سياسة دولة معينة، على دول أو أحزاب ومجموعات سياسية، حيث تتخذ الأطراف المهيمن عليها سياسات وبرامج تتوافق مع مصالح القوى الخارجية المهيمنة.
وفي الجانب العسكري تعبر الهيمنة عن نفسها من خلال الاتفاقيات العسكرية غير المتكافئة، المتعددة الأطراف منها والثنائية وكما قيل أن الشعوب النامية لها حساسية مفرطة تجاه قراءة جديدة لأحداث الماضي وأمجاده، لأنها تعتاش في حاضرها على أمجاد ذلك الماضي لهذا عنى "فاخر جاسم" بتسليط الأضواء على الجذور التاريخية لصراع المراكز الدولية ومحاولاتها المتواصلة للسيطرة على العراق، من خلال تدوين الوقائع عبر الاستعانة بأحداث التاريخ، وفي التاريخ أدلة تكفي للاستدلال على رصد مسارات الدبلوماسية الأميركية الرامية إلى الهيمنة على منطقة الشرق الأوسط.
