منذ أن بدأ مجلس التعاون لدول الخليج العربية مسيرته قبل ثمانية عشر عاماً، كمنظمة إقليمية تتميز بالخصوصية الذاتية، وهو يواجه العديد من التحديات والمخاطر الأمنية والسياسية. وقد سعى المجلس إلى مواجهتها والتغلب عليها وفق معطيات وظروف البيئة الإقليمية والدولية، واعتماداً على القدرات والإمكانيات المتوافرة. ونظراً لأننا على أبواب قرن جديد، وما يحمله ذلك من تطورات ومتغيرات إقليمية ودولية على مختلف الصعد، الأمر الذي يفرض تحديات ومخاطر جديدة على منطقة الخليج العربي، فإن من الضروري دراسة مستقبل مجلس التعاون لدول الخليج العربية، وقدرته على مواجهة هذه التحديات والمخاطر. وانطلاقاً من دور مركز الإمارات للدراسات والبحوث الاستراتيجية واهتمامه بالقضايا الحيوية التي تمس المجتمع الخليجي، وبالتعاون مع جريدة الاتحاد، ارتأى المركز ضرورة عقد الندوة التي يحتوي هذا الكتاب أوراق عملها والتي تهدف إلى إلقاء الضوء على مسيرة مجلس التعاون لدول الخليج العربية واستشراف المستقبل، في ظل مختلف المتغيرات المحلية والإقليمية والدولية المحتملة، من خلال استعارض وتحليل العناصر الآتية: 1-الوقوف على إنجازات مجلس التعاون لدول الخليج العربية على كافة الصعد السياسية، والاقتصادية، والاجتماعية، والأمنية. 2-التعرف على المتغيرات المحلية والإقليمية والدولية التي تؤثر في مستقبل مجلس التعاون لدول الخليج العربية، لإدراك طبيعة وأبعاد التحديات والمخاطر التي تواجهه على مختلف الأحواء (القريب والمتواسط والبعيد). 3-مستقبل مجلس التعاون لدول الخليج العربية، من خلال طرح خمسة سيناريوهات هي: استمرار المجلس بنهجه الحالي، تحقيق الاندماج السياسي والاقتصادي، التفكك والتراجع، انفراد لدولة بالزعامة، التوسع الإقليمي. 4-وضع التوصيات والمقترحات اللازمة لتطوير مجلس التعاون لدول الخليج العربية حتى يستطيع لمجلس مواجهة التحديات والمخاطر المتوقعة.
