إن الجزء الثاني لكتاب "المناقصات والتثمين" هو تكملة للدراسة المذكورة في الجزء الأول منه، وهو تعريب لكتاب "bird and estimates" للمؤلف ملحم أبو شديد نفسه الصادر عام 1998 والمسجل في دائرة حماية الملكية -وزارة الاقتصادي والتجارة اللنبانية- تحت رقم 1429 تاريخ 11/4/1995.
إن الدراسة المفصلة في هذا الجزء من الكتاب تشمل فقط فئات الأشغال الإنشائية التي تتواجد عادة في المشاريع المتوسطة الحجم، في حين أن الأشغال التي تتواجد في المشاريع الإنشائية الكبرى مفصلة في الجزء الثالث من هذا الكتاب.
يشتمل البحث الموسع في كل فئة من فئات الأشغال على التوصيف والغاية المرجوة منها، وعلى أنواع الإنشاءات موضوع البحث، وعلى خصائص المواد المستعملة، وطرق استخراجها وتصنيعها والحصول عليها وتركيبها، ومناهج إداء اليد العاملة، واستخدام فرق التنفيذ، واختيار المعدات المفروضة لإنجاز الأشغال، وكذلك على الإنتاجية اليومية لفرق التنفيد. أما تفاصيل هذه الدراسة فهي مبينة سواءً في التوصيف الموجز والرسومات البيانية أو في الجداول التفصيلية.
إن المعلومات الموضحة في هذا الكتاب والمجمعة من عدة منابع، تعتمد على مجالات المعرفة لذوي الاختصاص المستخلصة من مؤلفاتهم فيما يختص بمصادر مواد الإنشاء وتصنيعها، وعلى النشرات العلمية للمؤسسات المصانع المتخصصة، والجمعيات الوطنية في كل من الولايات المتحدة الأميركية والمملكة المتحدة، وكذلك على الخبرة الشخصية لمؤلف هذا الكتاب.
