يحكم إختصاصه في العلوم الإجتماعية، يحاول الدكتور "متعب مناف جاسم" قراءة أزمنة الحضارة العربية الإسلاميَة بهدف إستجلاء حضورها المؤثر في القرار الثقافي- الحضاري للعلوم الإجتماعية الإنسانية في الوقت الحاضر معتبراً أن هناك "...... خطأ في قراءة الزمن ما زال طاغياً في فهمنا للتاريخ الذي ينظر إليه منحدراً وليس صاعداً وبذلك يكون زمننا/ تاريخنا لا إتجاهيَاً خلاف غيرنا من المجتمعات/ الدول الناهضة التي تتمتع بتاريخ إتجاهي....." وبعبارة أخرى يعتبر المؤلف أن العرب امم ناميَة ودول هشة، تقرأ التاريخ وتاريخ الحاضر بالذات – بعيون ماضية- هذه القراءة الماضوية للتاريخ تخترق وعينا الحاضر لتحليه ماضياً، وبما أنه يصعب استعادة وضع يتعذر استرداده، يجب على العلوم الإجتماعية- الإنسانية الإنتقال من مرحلة التبرير والتفسير إلى الفهم والتغيير.
وفي طريقه إلى شرح حركية المجتمع، والثقافة التي تعكسها العقلية السائدة يحاول المؤلف قراءة الفكر من منظور علم إجتماع المعرفة فيبدأ "... بالمجتمع صاعداً إلى الفكر، إلا ان هذا الفكر لا يتحول إلى معرفة إلا إذا إختبرت فاعليته عندها يصبح معرفة إجتماعية، ومثال ذلك الفرق بين الصناعة والتصنيع...." ويعني بذلك أن الصناعة في بلادنا لا تولد فكراً "صناعياً" يسير على طريق التحديث بهدف التغيير.....
