يتناول هذا الكتاب الحياة الاجتماعية والسياسية لعائلات الأعيان الكبيرة في دمشق العثمانية والتي لعبت قبل الحرب العالمية الأولى دوراً أساسياً في ترجمة فكرة القومية العربية إلى عمل سياسي. ويبيّن الكتاب، أثر العوامل بعيدة المدى، مثل الإصلاح العثماني، والتوسع الاقتصادي الأوروبي، وتحول الزراعة في سورية باتجاه التجارة، في تشجيع شبكات العائلات النافذة المتنافسة على الاندماج في طبقة عليا متماسكة، ضمّت ملاك الأراضي والبيوقراطيين في ظل سلطة عثمانية مركزية متجددة أنتجت قيادة مدينية جديدة سيطرة على السياسة المحليّة بعد العام 1860، وما لبثت هذه الطبقة أن انشقت على نفسها إيديولوجياً بعد ثورة "تركيا الفتاة" عام 1908، التي خلخلت توازن القوى القائم بين النخب العربية في الولايات والسلطات التركية.
ويقدّم الكتاب تفسيراً جديداً، لطبيعة الحياة السياسية في دمشق في ظلّ الدولة العربية قصيرة العمر (1918-1920) التي أقامها الأمير فيصل عندما كانت للقوميين العرب اليد العليا بعد أن انتشرت حركتهم على نطاق واسع.
