يدرس هذا الكتاب بالتفصيل تطور القومية العربية في سورية خلال الانتداب الفرنسي، آخذاً في الاعتبار، بصورة خاصة الحاجات السياسية للنخبة التي قادت الحركة الوطنية، وبمعنى ما، فإنه يروي قصة درجة معينة من الاستمرارية في الشكل السياسي والحاجة السياسية.
والدراسة هي، أساساً، دراسة سردية في شكلها، حيث نسج المؤرخ السرد حول موضوعات متشابكة عدة، مع الحفاظ على التتابع الزمني للحوادث التاريخية، وهذه الموضوعات الرئيسية أربعة: أولاً، العملية التي بموجبها يبدأ مجتمع منظم أساساً وفق علاقات الاعتماد المتبادل الشخصي في المرور بتغيرات تسمح بولادة طبقات اجتماعية واقعية ومتنافسة. وثانياً، كيفية تحويل هذه العمليات للآليات السياسية المألوفة، وعلى وجه التحديد، الكيفية التي يتم بها في سورية انتقال محل السياسة المدينية من مؤسسات وأماكن قديمة، كالمساجد، والأحياء، إلى مؤسسات وأماكن جديدة، مثل المدارس الثانوية والأحزاب السياسية ومراكز الأعمال الحديثة.
وثالثاً كيفية تكيف النخبة الوطنية القديمة مع القاعدة الجديدة والأوسع للحياة السياسية من أجل أن تظل في قمة سياسة ما بين الحربين إلى جانب الفرنسيين. ورابعاً، كيفية تآكل سلطة النخبة ونفوذها بالتدريج على أيدي من هم دونها في السلم الاجتماعي، الذين وضعوا أيديولوجيات جديدة أكثر قوة وتعقيداً عن سابقاتها، لا تعالج الاستقلال في حدّ ذاته فحسب، بل والقضايا الأشمل ذات العلاقة بالتغيير الاجتماعي والتنمية الاقتصادية.
